    EVENT RULES AND REGULATIONS

    ELIGIBILITY

    Entries in EA National and EA FEI level tests must qualify by gaining at least the following:

    • Performances gained between 28th October 2016 and 27th October 2017
    • At least one qualifying score to have been obtained by the nominated horse/rider combination—Section 8.2 EA rules
    • Only one HC (non-competitive) score is allowed to count at each level entered
    • Only one score from a competition with one judge will be accepted per combination
    • Three performances at the entered level are required, excluding Young Horse and Young Pony classes.
    • EA Levels (Preliminary to Advanced) (State Championship) ranked based on best three scores on entry form.  (Competitive level membership only)
    • Qualifying scores are: Preliminary and Novice 64%, Elementary 63%, Medium and Advanced 60%, EA FEI Classes (excluding Grand Prix) 60%, EA FEI Grand Prix 58%.
    • Horses / Ponies may only compete at their graded level or higher
    • Ponies are only eligible to compete in pony classes (with the exception of EA FEI Classes.
    • Ponies are not eligible to compete in the Aachen Challenge
    • If a competition is under subscribed the Organising Committee may consider combinations that have performances below the stated percentage. Acceptance of entry will be based on performance but is at all times at the discretion of the Organising Committee.   Riders must provide on the entry form details of best three performances (highest percentages or as stipulated for EA competitions) at each Level/s entered

     

    INVITATIONAL CLASSES

     

    • Each class will be limited to the first 20 eligible entries received. There will be a reserve list made up of entries in the order they were received.
      • The EA Dressage Rules and Dressage Tests may be downloaded from the EA web site: http://www.equestrian.org.au/dressage-rules. The tests to be ridden will be Prelim 1.1 and 1.2 and Novice 2.1 and 2.2. 
      • All other event rules and regulations will apply.

     

     

    WITHDRAWALS 

    • No competitor shall withdraw from any competition within 8 hours of its commencement without permission of the OC (as per EA Dressage Rules 8.4)
    • A written statement giving reasons for the withdrawal must be handed to the Secretary of the Event prior to the commencement of the competition. Penalty for non-compliance - maximum fine of $A200
    • Because of reserve lists and possible distances to be travelled by reserve riders, all riders are asked to consider their fellow competitors and notify the Event Secretary as soon as possible of their intention to withdraw
    • During the competition from Thursday 7th December to Sunday 10th December 2017, all competitors who withdraw from a competition must complete a withdrawal form (available from Secretary’s Office) and hand it to the Event Secretary.

     

    PROTESTS AND APPEALS

    • Must be in writing and accompanied by a fee of $150
    • To be handed to the Event Secretary within one hour of the occurrence
    • Attention is drawn to Rule 1.5 current EA National Dressage Rules and Articles 163 and 165 of the current EA General Regulations  

     

    CONDITIONS OF ENTRY

    The Dressage Festival 2017 will be conducted in strict accordance with the:

    • Current EA National Dressage Rules, EA General Regulations and all other EA policies and by-laws
    • Current FEI Statutes, General Regulations, FEI Veterinary Regulations, & FEI Dressage Rules
    • Competitors are advised to be aware of the current Rules. The onus is on the rider to know the rules under which they compete
    • The EA Dressage Rules and Dressage Tests may be downloaded from the EA web site: www.equestrian.org.au/dressage-rules
    • The FEI Dressage Rules and Tests can be downloaded from the FEI website: inside.fei.org/fei/disc/dressage
    • Para Equestrian riders must ride in classified grade.

     

     

     

    MEMBERSHIP and HORSE and PONY REGISTRATION

    • Horses must have a current competition licence; horses, owners and riders must be registered and financial with an EA State Branch
    • Horses must compete under their full registered name. The Organising Committee has the right to abbreviate a horse’s name for printing purposes. EA membership numbers must be shown on the entry form
    • Competitions are for horses over 149cms and ponies must not exceed 148cms without shoes and 149cm with shoes
    • Horses must be at least 3 years old to compete in EA classes, at least seven years old for EA FEI Small Tour Classes, 8 years old for EA FEI Intermediate A & B and EA FEI Grand Prix and Grand Prix Freestyle
    • EA Membership & Registration numbers MUST be shown on entry form

     

    BRIDLE NUMBERS

    • Two bridle numbers (as per listed competition number in program/draw), and stallion discs for stallions must be worn on each side of the horse (either on bridle or saddle cloth) at all times whenever the horse is out of the stable, whether led or ridden
    • Riders are asked to provide their own bridle numbers
    • Please note interstate horses will be issued with a new 3 digit bridle number for this event if the number clashes with a Victorian number

     

    COMPETITION LICENCE

    • All horses and ponies must have an up to date competition licence/performance card 
    • If the result for a performance has not been entered on the EA Data Base, then evidence (i.e. copies of tests - sheets for all judges who judged the class OR official results sheet) must accompany the entry to substantiate the performance.

     

    AGE

    • Riders must be 10 years of age and over in the calendar year of the competition (2017) EA Dressage Rule 1.15.4, except for ponies where riders must be 8 years and over,
    • The Aachen Challenge (Class 33) is open to riders from the beginning of the calendar year in which they turn 16 to the end of the calendar year in which they turn 25
    • Each horse entered must have the same rider as nominated on the entry form for all competitions
    • No horse may compete with two riders - this also applies to the Aachen Challenge Qualifying Round
    • Any change of rider must be notified to the Event Secretary by 4pm 6th December 2017

     

    ENTRIES

    • Competitions will be limited to 35 horses per division
    • A reserve list will be issued with the preliminary draw and posted on the website
    • The timed draw will be available at least 24 hours before each competition or as per FEI Rules, at event office, website and Facebook
    • The onus is on the competitor to confirm/check their start times the day before the competition. The committee recommends that you check your times the morning of competition
    • In the event of oversubscription, there will be a reserve list. Acceptances will be based on the average % of the 3 highest performances during the previous 12 months at that level as submitted on the entry form i.e. riders who submit 3 performances will be accepted ahead of those who submit on or two performances
    • Only one H/C score may be used (as per rule 8.2)
    • Only one score from a competition with one judge will be accepted per combination (as per rule 8.2)
    • Official grading will be taken as at 27th October 2017
    • Entry of horses is limited to 2 consecutive levels eg Nov/Elem, Elem/Med, Prix St Georges/Inter I, Inter I/Inter II, etc, excluding the Marcus Oldham Aachen Challenge and the Young Horse Classes.
    • Horses may only compete in 3 competitions per horse per day up to and including Advance level but only 2 competitions per day for EA FEI levels—EA Dressage Rule 1.15.1
    • Horses will not be able to compete Hors Concours (non-competitive)
    • Each horse entered must have the same rider as nominated on the entry form for all classes, except for the final of the Aachen Challenge where riders swap horses. Any change of rider must be notified to the Event Secretary at least 8 hours before the commencement of the Championships.  See also EA Rule 8.3 b
    • No tests may be commanded at State Championships (EA Dressage Rules 8.3 a)   
    • On line entries only accepted - www.equiscore.cloudentries.com.au Entries close: midnight Friday, 27th October 2017. ANY INCORRECT OR INCOMPLETE ENTRIES WILL NOT BE ACCEPTED.
    • LATE ENTRIES WILL NOT BE ACCEPTED
    • Riders and/or owners whose entries have been accepted will undertake to indemnify the Committee against all claims, losses, suits, and damages made against or suffered by the Committee by reason of any negligent act or omission on the part of any rider, trainer or  attendant whilst he is attending, riding or otherwise handling a horse and agrees that act or omission on the part of such rider or attendant found in any action against the Committee to be negligent, shall be deemed to have been negligent for the purpose of any claim under this indemnity
    • Entries and the competition program may be limited and revised at the discretion of the Organising Committee
    • The Organising Commitee reserves the right to cancel classes if insufficient entries are received

     

    REFUNDS

    • Entry fees will be refunded in full for withdrawals before the closing date of entries.
    • Reserve list competitors who are not offered a start in the competition, will receive a full refund
    • Horses balloted out of any class will receive a full refund of entry fees for that class.  If accepted in other classes, stabling and administration fee will not be refunded
    • Entry Fees will NOT be refunded after the closing date of entries and no later than 8 hours before the start of the competition unless an original (not copy or faxed) medical or veterinary certificate is provided to the Event Secretary WITHIN 24 HOURS OF              COMPLETION of the event. 50% of entry fees and the administration fee will be retained by the Organising Committee  

     

    MEDICATION CONTROL

    • Will be carried out in accordance with the current EA/FEI Equine Anti Doping and Controlled Medication Regulations EA National Medication Control Policy and FEI Veterinary Regulations

     

     

    INSURANCES

    • All owners and competitors are personally responsible for damages to third parties caused by themselves, their employees, their agents or their horses. They are therefore strongly advised to take out a third‐party insurance providing full coverage for participation in equestrian events at home and abroad, and to keep the policy up to date.  

     

    SADDLERY AND EQUIPMENT

    • As per Section 2 current EA National Dressage Rules and the current EA Equipment Annex
    • Note:  Whips are not allowed at EA FEI level competitions at State Championships. For EA levels, the whip must not exceed 1.2 m (4ft) in its entirety (Rule 2.6) for horses and not exceed 1 m for ponies.

     

     

    HELMETS AND TOP HATS

    The current EA rules for Dressage and Werribee Park NEC Regulations:

    • An approved helmet to be worn whilst training and practice at competition venue—EA Dressage Rule 2.2
    • ALL riders under 18 and all riders of horses/ponies under 7 years old (age at natural birthday) must wear an approved safety helmet in ALL EA competitions (Rule 2.2)
    • Protective headgear must conform with one of the current approved safety standards outlined below. The EA General Regulations at rule 122.2 prescribe the current standards. It is the responsibility of the rider to ensure they are using a current standard safety helmet.

    • Current Australian standard AS/NZS 3838 (2006 onwards) provided they are SAI Global marked.

    • New Australian standard ARB HS 2012 provided they are SAI Global marked.

    • Current American standards ASTM F1163 (2004a or 04a onwards) provided they are SEI marked, or SNELL E2001.

    • Current British standard PAS 015 (1998 or 2011) provided they are BSI Kitemarked.

    • Interim European Standard VG1 (01.040: 2014-12) with or without BSI Kitemark.

    • Outgoing European Standard EN/1384 during 2016 only – not permitted from 2017 

     

    PE COMPETITION 

    • Para Equestrian riders must ride in classified grade
    • The tests will be run under FEI Rules
    • In accordance with the FEI Para Equestrian Dressage Rules 2017 3rd Edition 1st January 2011 Effective 1 January 2017

     

     

    CDI-W, CDI-P & FE FEI CDN

     

    The CDI-W and CDI-P will be conducted in strict accordance with the current edition (including amendments) of:

    • FEI General Regulations; FEI Veterinary Regulations; FEI Dressage Rules; and FEI Rules for World Cup Dressage, FEI World Cup Rules, FEI Stewards Manual
    • To be eligible for CDI-W competitions in Australia combinations are required to produce proof of gaining a minimum of 62% in two Grand Prix Tests in National Official Competitive competitions (in Australia or overseas) within the 12 months prior to the closing date of entries. CDI-P combinations are required to produce proof of gaining 60% at the level within the 12 months prior to the closing date of entries.
    • The CDN Grand Prix Freestyle is limited to combinations who have achieved at least 58% in the Grand Prix. at this event.

     

       

    HORSE INSPECTION FOR CDI-W and CDI-P

     

    • ALL HORSES entered in the CDI-W and Ponies in the CDI-P will be required to undertake the Fitness Inspection. This will be held on Thursday afternoon 7/12/17 time to be confirmed.
    • Horses taking part in the CDI‐W must hold a current FEI Passport or FEI Recognition Card.
    • All horses and riders competing in the CDI-W and CDI-P must be registered with the FEI http://www.equestrian.org.au/sites/default/files/2017_FEI_Registration_Form_0.pdf
    • There will be a veterinary arrival inspection of all CDI-W horses and CDI-P ponies on Thursday 7/12/17 at noon in the stables.

     

    FEI EADCMP FEE

    CDI-W and CDI-P competitors only –

    • The new global FEI Equine Anti-Doping and Controlled Medication Program (EADMCP) has now been implemented. On 1 January 2016, the FEI announced a new global Equine Anti-Doping and Controlled Medication Program (EADMCP). The FEI’s swabbing program will run concurrently to EA’s Anti-Doping and Controlled Medication Program. Each horse entered into an FEI event will incur the FEI’s Worldwide Equine and Human Anti-Doping program fee. You will be required to pay this to the Organising Committee at the time entry.

     

    • Each horse competing in the CDI-W will be charged $36 and each pony competing in the CDI-P will be charged $27

     

    YOUNG HORSE AND PONY COMPETITIONS

    Will be run under State Young Horse & Pony Championships Rules with two rounds (Rule 5.3)

    • Birth dates for all horses will be as at 1st August and birth date must be indicated on entry form
    • 4 year old Championship for Horses and Ponies—open to Horses and Ponies born between 1-8-2013 and 31-7-2014
    • 5 year old Championship for Horses and Ponies—open to Horses and Ponies born between 1-8-2012 and 31-7-2013
    • 6 year old Championship for Horses and Ponies—open to Horses and Ponies born between 1-8-2011 and 31-7-2012
    • 7 year old Championship for Horses —open to Horses born between 1-8-2010 and 31-7-2011
    • All horses to be ridden in snaffle bridle
    • hips not permitted in 5 and 6 YO competition Refer rule 5.1.2 e) EA Dressage Rules
    • Only first round tests will be called
    • Tests 4YO Horse/Pony Round 1 EA YH commanded test for 4 year olds—Round 2 FEI YH test for 4 year olds
    • Tests 5YO Horse/Pony Round 1 EA YH commanded test for 5 years olds -Round 2 FEI YH Preliminary Test for 5year olds.
    • Tests 6YO Horse Round 1 EA YH commanded test for 6 years old—Round 2 FEI YH Preliminary test for 6 year olds
    • Tests 6YO Pony Round 1 EA YH commanded test for 6 year old—Round 2 EA Test for 6 year olds
    • Tests 7YO Horse Round 1: EA Advanced 5.2; Round 2:  FEI 7YO Preliminary Test
    • A minimum of one performance at 63% or higher is required for Young Horse classes.

    Performances will be accepted from either official Young Horse or Young Pony classes in the relevant age group or Official Competitive tests. 


     

    MARCUS OLDHAM AACHEN CHALLENGE

    • Marcus Oldham Aachen Challenge winner will receive a trip to CHIO Aachen 2018, (including return economy airfares to Dusseldorf (GER), 5 nights 4* accommodation and Season Ticket to Dressage events at CHIO Aachen July 2018 valued at up to $45
    • 00.00. Prize is not transferrable) The Aachen Challenge is open to riders from the beginning of the calendar year in which they turn 16 to the end of the calendar year in which they turn 25
    • A horse and rider combination that has previously won the Aachen Challenge is ineligible to enter
    • Ponies are ineligible to compete in the Aachen Challenge
    • The horse need not be owned by the rider and may be borrowed for the competition
    • One performance from the horse / rider combination at the level (FEI Young Rider / Prix St-Georges) in the previous 12 months is required.
    • The horse may compete in other competitions, however, the horses in the final will not be permitted to compete in another competition on the day of the final
    • Horses must be ridden by the same rider in all classes at the 2017 Dressage Festival
    • Riders may enter more than one horse
    • Rider must hold an Australian Passport
    • The Aachen Challenge will be ridden at Prix St Georges level and will consist of 2 separate competitions
    • The first competition is the qualifying event; in the case of equal scores the rider with the highest collective marks will be awarded the placing
    • The test for the qualifying event will be the EA FEI Young Riders Preliminary Competition (Edition 2009) updated 2017
    • If a rider qualifies more than one horse for the final, only one horse (rider’s choice) may compete in the final, and the 4th placed qualifier will then be eligible for the final
    • In the final, riders will change horses. Riders have 10 minutes before the test to familiarize themselves with the horse. Stewards will be appointed to assist. Saddles may be changed but bridles stay with the horse and may not be altered
    • A whip may not be used
    • The rider with the best result from the qualifying competition starts last
    • The winning rider is the rider with the highest aggregate for the 3 rides
    • If there is a tie for 1st place, the rider with the highest score on own horse is the winner
    • There will be a prize for the horse with the highest aggregate score for its 3 rides
    • The test for the second round will be available to the 3 finalists at the event

     

     

    FREESTYLE COMPETITIONS

    • Only the movements up to and included in the current tests at the level being ridden may be shown
    • The top 15 riders from the Intermediate 1 will be eligible for the Intermediate 1 freestyle
    • Qualifying score for Freestyles is 58% (with the exception of the CDI-W and CDI-P)
    • Equality of scores: if two competitors receive the same final score, the one with the highest marks for artistic presentation is the winner

     

    SUPPLY OF MUSIC FOR FREESTYLE

    • In line with Dressage Victoria’s efforts to promote moving to digital Freestyle management, this event will accept submission of Freestyle music only via digital submission. Digital music management has several advantages, including fewer mistakes, better allowances for correcting errors and high quality playback.

     

    • Musikür Dressage to Music will be managing the music for your freestyle during the Dressage Festival, and are proud to provide a fully secure system for submitting your music. Each file will be completely secure and will not be accessible by any other competitor or any other party other than the organising committee and authorised persons.     • Please make sure the file name includes the name of the rider, horse and level when you submit your freestyle

    FEI CODE OF CONDUCT

    FOR THE WELFARE OF THE HORSE

     

     

    • The Fédération Equestre Internationale (FEI) expects all those involved in international equestrian sport to adhere to the FEI’s Code of Conduct and to acknowledge and accept that at all times the welfare of the horse must be paramount and must never be subordinated to competitive or commercial influences.

     

    • At all stages during the preparation and training of competition horses, welfare must take precedence over all other demands. This includes good horse management, training methods, farriery and tack, and transportation.

     

    • Horses and athletes must be fit, competent and in good health before they are allowed to compete. This encompasses medication use, surgical procedures that threaten welfare or safety, pregnancy in mares and the misuse of aids.

     

    • Events must not prejudice horse welfare. This involves paying careful attention to the competition areas, ground surfaces, weather conditions, stabling, site safety and fitness of the horse for onward travel after the event.

     

    • Every effort must be made to ensure that horses receive proper attention after they have competed and that they are treated humanely when their competition careers are over. This covers proper veterinary care, competition injuries, euthanasia and retirement.

     

    The FEI urges all involved with the sport to attain the highest levels of education in their areas of expertise.

     

     

     

    WERRIBEE PARK NATIONAL EQUESTRIAN CENTRE

    RISK MANAGEMENT CONDITIONS

     

    • Werribee Park National Equestrian Centre Committee of Management considers it a privilege that you are allowed to bring your dog to this venue. We insist you keep your dog under effective control at all times.
      NO DOGS PERMITTED IN THE INDOOR ARENAS
    • Approved Safety Helmets must be worn at all times when riding
    • Cross Country obstacles must not be jumped/used unless a non-riding level one coach is present.
    • Riding of horses bareback is prohibited
    • Riding of rugged and/or unbridled horses is prohibited
    • Any person may lead a maximum of two horses while mounted
    • Stallions must have an adult handler in the vicinity at all times
    • Horses are not permitted within/upon the quadrangle (between the barn and Indoor 1)
    • Horses are not permitted near pedestrian door ways
    • Bicycles are not permitted in the Indoor Arenas or any stable block. Approved helmets must be worn at all times.
    • Bicycles are not permitted near doors designated as public entrances or exits
    • Motor Cyclist riders must wear approved safety helmets and hold the appropriate licence
    • Speed limits must be adhered to at all times, the speed limit at WPNEC is 10km p/h
    • Power leads must not be on the ground or over roadways
    • Construction of portable/tape yards is prohibited
    • Alcohol must not be consumed in the Indoor Arenas, unless purchased from the licensed bar located in Indoor Arena No 1
    • Please observe all signs at the venue
    • Horses must be tied in a safe manner.  Horses must not be tied to unattached floats, wheelie bins etc.
    • No infrastructure to be erected on WPNEC Grounds without written approval by management prior to event.
    • Entry and Exit doors to Indoor Arenas are not be obstructed at any time

     

    These conditions apply unless the Manager or the Committee of Management has given

    the discipline/event/activity concerned an exemption.

     

     

    FACILITY INFORMATION

     

    STABLING

    • All stabling requirements must be booked on the entry form 
    • Stables will be available for occupancy from 2pm on Monday 4th December 2017 and must be vacated by 11am Monday 13th December 2017. Any interstate horses aiming to arrive earlier or departing later than this must book for any hours/days outside of the above allocated times with WPNEC directly.
    • Stables will be allocated in the following order of preference:

    1. CDI-W

    2. Stallions.

    3. Interstate Horses.  

    4. Horses competing in multiple classes

    • If bookings exceed stable availability, there will be a waiting list and competitors will be advised by email when a stable becomes available
    • Temporary yards of any kind are NOT allowed
    • Competitors must use the stable allocated by the Organising Committee for their horse/s
    • Horses with behavioural problems in the stables—These MUST be outlined on the Stable Booking Form so that we can allocate stabling accordingly. This is a risk management and safety matter 
    • Any obvious empty stables are NOT TO BE USED as feed/tack rooms or for any horse for which stabling has not been booked
    • No one is to enter the stable of another horse without the owner’s permission and  no one is to feed/water a horse that isn't theirs. If a person has concerns about another competitor’s horse or pony, they should go directly to the events office to report their concerns

     

    HORSE FEED AND BEDDING

    • Horse feed is the responsibility of the competitor.
    • The only bedding allowed at WPNEC is the shavings provided. If competitors use any other form of bedding they will be charged a removal fee due to the stable waste collector only being able to collect shavings.
    • Horse feed can be ordered through Country Link Rural Supplies and they deliver, contact number is 03 5282 1280.

     

    CAMPING FACILITIES

    • If staying on site you must book and pay for a camping site
    • Sites will be allocated by number.
    • You must only occupy your own site: Powered site for $20 per night - Non powered is $10 per night
    • Day Visitors will be parking in K Road parking area and will have no access to the camping area
